Underhood Inspections

Having driven around a bit now with the warm weather I'm beginning to get accustomed to seeing modded Civics pulled over with a cop under the hood, especially on Dixie Rd.

In preparation for that happening I had a few questions that maybe some people know the answer to.

1) I've heard the term "CIC" mentioned before with regards to cops being qualified to inspect cars for safety violations. I believe that its some kind of certification and I would really like to know what the acronym stands for and the details of what it allows the cop to do.

2) Can a cop ask you to pop your hood without external evidence of an engine mod, i.e. muffler or strange blowing off sounds? I'm wondering what the actual rule is since I would plan on telling any cop who asked to to go to hell. Does he need probable cause or can they just say its a blitz on tuner cars?

3) There's an offence called "disrespecting a public servant" or some variation on that theme. Has anyone actually been charged with this? and, of course, what did you do to get charged?

If anyone can help me I would appreciate it. I would like to be prepared when I get stopped to be harrassed so that I can be the biggest ******* the cop has ever met and walk away with no tickets.

Yeah but wouldn't it be more fun if he was getting really frustrated as he wasted his time, and yours?

I dont know what CIC means nor have I ever heard it before

okay well an officer as far as I know can ask you to pop the hood/search your vehicle if he has somekind of reasoning to do so...you can deny search of your vehicle but I think that would cause more headaches for you (take you into custody etc I dunno)...and why does there need to be exterior mods to tip an officer off? they know about the "sleeper" look and if they have any reasoning to think your car is modified/unsafe etc then they act upon it.

I'm sure there is a charge of disrespecting a public servant or similar for people that find the need to be overly rude and obnoxious to officers and other public service workers and that would be a charge that I wouldnt want to recieve as I'm sure there is next to no leniancy to it

being an ******* to the police is just stupid and if u were standing beside me I'd smack u upside the head for such a stupid comment...

Being an ******* to the police is fun when they are wasting your time. I'm not an ******* if its a RIDE program or I've been caught speeding, but if they want to pull me over for some speculative bs then I reserve the right to make their time spent with me as unpleasant as possible.

Having a bad attitude usually speeds up the process. I and my friends got pulled into customs in Montreal on our way back from Europe. I was a complete dick to the customs officer and I left the searching area half an hour quicker than my friends who took the "yes, sir" "no,sir" approach. Many cops have a need to exercise authority over you, if you ruin their fun they just move along.

having a bad attitude usually slows the process...when I was pulled into customs at the detroit/windsor crossing the guys behind us were jerk offs and they got the royal treatment like u wouldnt believe while my friend and I were polite and all we were in and out in 10min meanwhile the other guys got taken in like criminals

and just because they are doin their job that gives u the right to be a *****? okay there buddy

CyniKal.Mindset didn't you know if you bitch, wine, and complain enough that you can get anything you want. waa waa (I hate those people).

Being a dink to the cops is just asking for trouble. The cops can keep you on the side of the road for a long time. If your mod's are all legal you'll be OK. Then if they're illegal safety/emissions than you shouldn't be on the roads.

A cop can ask you to open you hood for no reason........ and you can make it hard for him and say no which shows you have something to hide.. in the end he will prob get you to open it.. but open it cuz you shouldn't have anyhting to hide unless you got nos

Everything on my car is perfectly legal, thats the reason why I would be pissed off at some cop asking me to pop my hood. Its a waste of my time. You're right, the cop can make me sit on the side of the road for a long time, but since I know he's not going to get a ticket for his quota out of it I might as well have some fun.

Who said anything about whining, bitching, or complaining. I treat cops the same way as everyone else, if they annoy me I becoming a condescending *****. If they are respectful I'm a really nice guy. I just don't have it in me to defer and grovel before a high school graduate civil servant so the instant a cop pulls some authority on me and I'm in a position not to get in trouble, i.e. pulled over in a legal car, I do my best to make sure that he never wants to see me again in his life let alone pull me over an harrass me the next time I drive by.

You don't have to ever pop your hood for a cop. Why do you think when they ask to see under your hood they make YOU open it for them.

Dara , your best bet is just pop the hood. but do everything in your power to find out why they pulled you over and what reasoning they have for want ting to inspect...make sure you show them that you are writing everything down as well . Also make sure to ask and be very adamant about getting the officers badge number and what precint they work out of ......They must prove they are doing their job but harassment is harassment and if they do it on a regular basis they should be reprimanded for it

my 2 cents

1. A cold air intake is illegal as it doesnt re-cylce the air (AEM is OK)

2. Cynikal is right.... i mean lets assume that cops without CIC cant search ur car.... if u refuse to pop ur hood for the cop, they will call someone to come (probably it will take them 1hr just to come)... then after that guy pops ur hood they will hard-azses on u... they will give u plate, tint, lowering, intake, etc... tickets... they will give u any ticket they can just to teach u a lesson for next time.

3. "public nuisance" ... that is an offence that means when ur annoying and an ******* they take u to booking and throw u in a cell until the sun comes up... so if u wanna be an ******* to a cop dont take it too far.

4. REMEMBER THAT COPS HAVE THE UPPER HAND.... no matter how much u wanna **** with cops they will OWN ur ***. They will give u tickets, pull u over all the time, and make ur drive a living hell. Cops talk to each other in the locker room, and if ur annoying they will tell each other to "keep and eye out for a ex. silver civic with a wing" and then when u have 29 tickets pending court u wont think its funny at all.

- i know all this info as i have a friend that is an officer, and i have a few "smart" friends that thought they can teach cops a lesson... now they have more court dates than their calender can handle.

A cop can ask you to pop the hood and if you refuse he can get a search warrant for the vehicle.

Of course he has to have reasonable grounds to believe that there is something illegal or the vehicle is unsafe...
