underglows - legal?

underglows - legal?

Alright, I don't need the usual "stupid ricer" remarks. I'm not planning on getting them myself. If you REALLY want the story behind this thread, I was having an argument with a friend and just want to prove him wrong.

To the best of my knowledge, underglows are ILLEGAL on a MOVING vehicle. If you're parked, they're fine.
He claims that as long as you can't SEE the tube, it's legal even when you're moving.

I can't find anything on ANY legal sites (I.E. the MTO or any government sites) that say whether or not they're legal or illegal and for what reasons and when you can use them or can't.

Can anyone help me out here?

As long as you can't see the light from away from the car, it's legal.
