Ticket help!

Here's the situation:

My friend was driving north on Draper St. in downtown to the end of an intersection and did a stop ("she" claims it was a stop )at the stop sign. While she did this, a cop was driving on the intersecting street (Wellington St.) going from east to west. As my friend made her right turn and TURNED and PARKED into a private pay parking lot, the cop busted a U-turn...didnt pop the cherries..and followed her into the parking lot. Then, as she was already parked, he blocked her car in (duh!!! she was already parked and on her way walking to work) and he asked for her registration and licence and issued her a ticket for not stopping at the stop sign. The issue isnt whether she stopped or not, but my question is:

"Can he issue her a ticket on that private parking lot, --OR-- if he was going to give her ticket, he'd have to get her on the street?"

Can anyone clarify this or find a way out of it? I told her he can't issue the ticket on private property but honestly, thats my own made-up belief haha... I have no means or proof of "my belief"

Thanks

the only way he can't ticket your friend is if the stop sign is on private property

i think as long as the infraction occurred on public roads then the ticket is valid. wouldnt hurt to double check with a lawyer though...

i "ran" an amber light a lil over a month ago, and till today the ticket hasnt shown up on the computer.

i dont know why, but i will assume it's because his car was fully unmarked, or, he didnt pop his cherries on.

theoretically, he can still ticket the person on private property, as long as he saw the person breaking the law on a public road.
