i dont understand your question about the amber lens with red signal flash....
about the window banner, if the window wiper can touch the banner, it's illegal, or so i've read!
this is only true if the banner is a solid colour!

i played around my 6th gen civic rear lights, so that the outter red taillight indicates for me, and the inner red light acts as my brake light!
the amber and reverse light are heavily smoked, and the amber doesnt come on, only the reverse!

well colour shouldnt be a problem since both amber and red are perfectly legal in the rear. the only question is how visible they are. Just make sure you can see them clearly at night and during the day in direct sunlight and you should be fine.
