question about how insurance works

does everyone that live in the house that has a drivers license have to be on an automobile insurance policy? you see, in my house theres my parents and me and my sister. about 3 years ago, my sister got into an at fault accident and claimed it. the primary driver on the car was on my dads name. now the insurance company wants like 13 grand for 2 civics... and thats even my parents on each of the cars as primary drivers, i'm a occasional. now my question is that since my sister does not drive anymore, does she have to be on the insurance policy? also, is 13 grand not a ridiculous price for 2 civics (well my dad has an atfault accident like 3 years ago and a minor ticket, i also have a minor ticket 3 years ago, mom=>nothing) . now what can i do to to reduce this 13 grand, cuz i honestly think its b.s.

If she has a licence, yes, she has to be on the policy ... your parents could have her excluded (ask for a 28A) but otherwise she has to be on every car she could "possibly" drive

Nope, she doesn't. Don't know what that form is...but I had some trouble with state farm living at home before and they basically faxed me a document that I had to sign stating I would never drive any of their cars, etc.
