do any of u guys know how to find a persons INSURANCE POILICY NUMBER or atlest their drivers licence number, anyhelp will be aprisiated, thnx

it doesnt matter it private reson but i need that persons policy number because they wont give it to me they are a bitch and i dont feel like taking them to court and spending $1000+
