Insurance in NORTH BAY

Don't get it confused now. I live, and will be living in toronto for years to come. But to bypass the high rates, I'm going to change the address on my license to register that I live in North Bay at my uncles house. How cheap would insurance be then? 95 Civic Hatch. Pros? Cons? let me know
