So I sold my old deck to someone on this board. Was sitting in his car, getting cash. As I get out of the car I notice a bike cop writing me up (was parked 2 cars back). I run over and yell "Im leaving, Im leaving!".
Get in the car, he walks over and starts talking to me (asks me what was doing, I say i was selling a deck, he makes fun of me because it sounds like "dick"). As hes making fun of me he finishes writing the ticket and hands it to me.
Im pissed off, I leave.

Whats the deal with this? Can he do that (finish writing the ticket even though im leaving already)?

yes he can should have just left without ticket being handed to you or placed on windshield then it's considered to have not been served correctly and dismissed.....and the dick thing work on clarity in speech
