I have a 99 Si Coupe and I want to legally change it over to an SIR for insurance purpose... has anyone made this change before and could help give me some info on what to do...ive filled out some form on the MTO site but havent heard any response yet...

I think unless you actually swap the motor to an SIR one, you can't just say you have an SIR on paper.

Do I just need papers from the Dealership stating that my car has all the specs to say its a SIR? then take that to the MTO??

I would think that the paperwork that came with the motor containing the serial number would be needed. I don't thin your insurance company requires you to change the ownership to offer the correct coverage. You should just show them your receipts for your parts to show the increse in value.
