Oh man! That is a big can of worms. So, please check out the following links, for my fingers are beginning to turn into worms.
I have been researching these topics for the last 2 months. Keep in mind that you must acknowledge the information before presenting and UNDERSTANDing (Under-stand is a very important Word) them before a court with no jurisdictional rights.

Most if seen,that happened to me was a few yrs back was i got a letter in the mail from Durham police saying that they have reports of my car driving at high speeds w/ time date and the road i was spotted on. then it just said they will be watching out for me.

Didn't think they could do that. But if they don't have proof, they can't do anything.
