Accident question
I talked to my buddy who graduated police foundations and he told me the other guy was at fault, just wanted to make sure from other people. I was heading southbound doing the speed limit. a guy parked northbound decides to make a U-turn (I dont think he seen me or he was being a jackass trying to cut me off) i slammed on my brakes and slid because it snowed today. he pretty much stopped with his car sideways on my lane. I tried avoiding him but didnt have enough room and clipped his front bumper on the passenger side with my bumber on the drivers side. He said it was my fault i said it was his. he offered to pay to fix my car if it isnt too much $$$. so who is at fault????

Why would he claim that its your fault, and then offer you $$$ to fix your car? Sounds like he's confused, or he knows he's wrong. Either way, if you review the drivers manual you read when you first had to study for your license, it tells you that you can't make a U turn unless you have more than 100m of distance in either direction with no oncoming obstacles. So he's at fault.

He made an illegal U-turn and caused the accident. Case closed.
