So I'm really looking into buying a DSLR and seeing some pics taken using a canon XTI, I'm pretty convinced this is a great starter DSLR for me.
MY q is, what's a good price for a used/new one? I know it's been out for a while now, but I have no clue what a good price is.
Photographers, please provide your input.
In addition to this, can someone tell me the difference when they refer to the lense as 18-77 or 70-200 or something like that; what is it they are referring to with each number?

Try factorydirect.ca , you can pick up the Canon referbished there, with a warranty fairly cheaply.
the 18-77 and 70-200 refer to the number of times you can take pictures with it before the lens falls off. (I am not a canon Person, NIKON FTW!)
J/K, those are the focal lengths, the 'zoom' range of the lens. More importantly is the F stop of the lens at those focal lengths.

there is no such thing as an average count on actuations of the shutter...some people use it alot, some people are snap happy, some people plan out and take few shots...but most are rated to go on for around 10k before service may be needed...6k does sound excessive though for a not too old camera...buy a new one or a refurb you cheap bastage
