ok, i took off steering wheel and the clock spring. then took it apart and found a mess. neither ends of ribbon were attached to anything and it was wound around outside but all kinds of bends in ribbon to like fold it in there..so i take it this was my problem...can anyone tell me were to get a decent priced one?...thanks for any help

Yeah you need a clock spring. Just replace it. Go to a junkyard, if you're cheap. If not, go to honda.
