Serpentine belt re-routing 8th gen civic

Hi, sorry in advanced for a long-ish post, but the details are all here:

It all started with my car making this noise one day on a cold start. It's basically a whirring noise like what an RC car would make or the synchros on 1st or reverse gears on higher revs.

Took a video of the serpentine belt and the noise:

After calling numerous dealers, they mentioned that the 2006 and maybe some 2007 civics had a recall on the serpentine belt. Something to do with re-routing it to make it more "efficient". Well, mine is 2007 but it didn't make the recall list.

So I took it to a dealer and they took a quick glance at the belt, said it was still ok. Saw my video and said that it's most probably the alternator bearing or something, so replacing the belt may not fix it. :ohwell:

Questions (advice needed) are:

1. Anyone had the same noise issue but had it fixed by re-routing the belt?

2. Anyone have any opinions on what may be the cause? Assuming the mech is correct in that the belt "ok". I recently changed the water pump tension pulley, which was also another recalled item. That didn't fix the noise.

Thanks in advance.
