"Generally" if you have idle fluctuations when the car is cold it most likely is due to low coolant results in air pockets, OR a failing Fast Idle Valve. The FIV(FITV,whatever) controls your vehicles idle when cold so it warms up faster.
If it's doing it all the time, you could have a VAC Leak, a faulty IACV (Idle air control valve), BISS Screw adjustment and or many other possibilities.
Start with the simpliest thing to check and move on.
