fixing ebrake

hey, i have 93 civic, and the e brake does not wrok, it feels norma when i pull the handle, but iot does not engage at all the car rolls, hwo do i fix it ? is the rod seized?broken? i think its still conected to the rear brakes just not wokrin? help please.

rod broken, like seized, somethign liek that.

take the drums off and look. how the hell are we supposed to know what's wrong with your car?? that's why god gave you two hands and a pair of eyes.
