Fan/Heater speeds

Ok guys I know there have been a few thread about this and i'm not trying to throw more span on there I just didn't find them as helpfull as others.... so i need your help
I've got a 98 ex..... my heater/fan speeds only work @ speed 3 & 4.... no i've checked all the fusses. I'm guessing there's a problem at the controlls (where you select off|1|2|3|4) now how would I get to them and what should I look for and fix.
I know a few ppl on here had this same problem before so could you please let me know exactly how to fix it... a step by step process would be nice.

Thanks!

yaaappp the resistors are gone, time to get a new motor and all that. the resistors are on the motor itself as I understand it.

It's the resistor. Not the motor. If it's the motor it won't even work on high speed.
