ever have a spark plug boot stuck?

working on the timming belt change on a 98 civic ex. taking out all the plug wires and the #2 is stuck and won't come out,it would spin freely,so i pull hard on it,the wire broke off,now i got just part of the plug boot in the hole, and it seems part of the boot at the bottom is melted on to the spark plug.any one have this happened to them?
also i can see oil on seeping up from the #1 plug but i pulled that plug out, it look fine.is it just the plug not tigt enough when it was install?

How easy did the plug come out? It could just be the spark plug tube gasket that needs to be replaced.

#2 plug can't come out, there is still alot of rubber material from the spark plug wire boot and is preventing me from getting a socket down to unscrew the spark plug.
