e test nightmare!!!! HELP!!

ok here is the deal. I have a crx with a b16a in it, its not a1 or a2
just a, It has two o2 sensors and the plugs are green and a white one, acording to them they are both working properly, but my c0 % is way to high i retarded the timing and it helped a bit but still failed the emitions please help guys any ideas? it passed on all but c0% it was way to high

i did new plugs, wires, distrubutor cap and rotor new 02 sensor and an oil change its barely failing just the 02 part of the e test

I got my turbo ZC to pass not to long ago. It was failing on Idle as I have 450 DSM injectors. I ended up turning my fuel down on my regulator and turned the screw on the throtle body so it idled at 1200rpm. It just passed but it passed.
