CRX running too rich NEED HELP

I've a 89 CRX with 95 1.5L engine with MOMO air intake manifold and aftermarket header. I've failed emmissions twice.
These r the things that were replaced or cleaned.after the first test: New Oxygen sensor, New PCV Valve, New Spark Plugs, New Oil & Filter, Good after market Air cleaner. injectors r in good condition. It's still running very rich.
Also when the car warms up you get the check engine light. What am I missing? How can I pass emmission. Is it the MOMO Manifold please help? Thanks in adv.

When I went and got mine the guy at the shop said he sees hondas fail all the time. He said he tels most people to get a adjustable fuel pressure regulator so that you can turn the fuel down a little. Also are you using the 95' injectors or the ones from your car. you should be using the ones from your car as the 92-up ones run a little diffent as they use diffent ohms then what your resistor is set up for. Hope this helps.

No I've the original injectors with original line, on MOMO inlet manifold. I think I will get a fuel pressure regulator.

Is it failing on Idle or running?
