If you're only removing the steering wheel to get the dash out it is not required. There are 2 bolts on the steering shaft that can be taken out to give you the freeplay to remove the dash. I believe they are 12 mm bolts and are half way down the shaft.

I'll tell you how I removed my wheel, they may be another way though. On the back of the steering wheel there is are 3 screws going into the back,I think. Remove these screw's and the wheel cover will come off giving you access to the nut that holds the wheel on. Make sure you mark on the shaft a line so that when you put in back on the wheel is centered properly.

Pop off the H in the middle of the wheel. And there will be a nut behind it. Unscrew that and you are done.

OK it's real easy now that I have the proper teaching (thanks Jeff). I just went out and did this on my car so here ya go. Use a screwdriver on the side of the H emblem to remove it, you'll need a 4" extension or bigger plus a big socket. It may be a 19 mm but a 3/4" socket will fit it. I learned my one thing for the day.

Disconnect all power to the air bag. unscrew the 4 bolys on the back of the wheel to release the air bag. Then the steps are the same.

Actually the proper way to disconnect the airbag is not so simple.
Disconnect your battery (-) then (+) for 3 min, then move on to uncover the little hatch below the steering wheel. This will expose a parked red plastic piece (a short) and a yellow harness currently used. You will need to unplug the yellow harness then insert the red short instead to prevent accidental deployment. You can then safely remove the airbag.
To put it back, just remove the red short and replug the yellow harness.
I learned that the hard way trying to remove the wheel and dash to run an antenna wire which didn't come standard with the car.
