hey guys I been doing a lot of reading on 4pt seatbelts and I have heard that you can't use them on the street and some people say you can.
Also I have heard that you can install them without a roll cage and some people say you can't.
Can you guys tell me what is the truth?

I'm pretty sure as long as you get D.O.T approved ones your fine.

and you can mount them to your floor, but they have to be at a angle, or when you get in a crash they will brake your sholders or something.. not to sure about that one.

I would wait for Nova_Dust to anser this one, I think he knows all about them.

Well theres no point getting a harness unless you got a cage.....What happens when you roll your car and roof caves in? You cant crouch with a harness like you can with a normal seatbelt
