1999 se front power locks not working

i bought my 99 civic about two years passenger door never worked it didnt really matter to me now the gf is complaining and the driver door lock doesnt work. i can manually unlock or lock either door but the fob only works for the back doors. when i lock or unlock the lights and horn works but the two front locks dont lock or unlock? i checked the switch it seem sto be working fine. all the fuses and relays are good? next step is the acuators right? how can i test an acuator? is there a way of doing it in the car? i read it could be from changing the head unit but then i heard thats only 96-98 civics? any help would be great i would love to have my door work agaiin and not everyone elses

Changing the head unit????? No connection to this problem as far as I know.

The door lock actuator motors are rusted / seized. Replace the door lock actuator assembly.
Honda / Acura door lock actuators seem to have this rusting/seizing up of the motor as a common problem. We see this all the time.
