Help!!!!
hey guys so i got pulled over today for expired tags and i found out that i ahve too go in and get an e-test done on my 95 civic but the thing is that i am pretty sure i need a new catalytic converter for my car bucause it is lookin rusty but my question is is there a chance my car will pass the e-test with a all most dead cat?

wait....you are assuming your catalytic converter is bad because its rusty? hmm think about it, ever tried to touch exhaust when the car was running for 30mins+? its damn hot! do you drive when it rains? i assume yes, therefore heat+water causes corrosion.
Why not go for etest and see what the results are? if you fail, 2nd one is half price or something, plus there may be more things wrong with it other than just the cat.
Note: Retard the timing as far as it goes just before the etest. Will help with results. Make sure the cat is hot, so book an appointment, prior to that, take it on the hwy for a bit and make sure exhaust is nice and hot. Drive in to etest place and get er done. Keep fingers crossed lol

^In addition to retarding the timing, manually bump up the idle to around 1000rpm.
And yeah, just because the outside of the cat is rusty doesn't mean the guts on the inside aren't still doing their job...
