I had 17s for almost 3 years, I didn't feel as strongly about it as DanielM over here... again, they do look totally cool...
they are loud and harsh

As for gas milage, I get great gas milage. Keep the car tuned up and don't drive it like a race car you'll always get good milage.

Not if you get the correct rim for your car. Offset is very important and if you don't get the correct offset you will rub. I have 17" and never rub while I turn. If I ever do rub, it's due to a huge dip in the road, or a situation that any lowered car would rub.

17" Verdicts on 205/40/17's
I have 17" Verdicts on 205/40/17's on my 97 civic and they look and handle great.
I didn't notice my speed drop at all infact it went the other way. I got faster. The rims and tires are much lighter than the stock steel 14" rims I have on.
I noticed the ride a little bumpier but that's it. The handling is 100% better since I changed to the wider tire.
I don't have a single complaint about my 17" rims. I'd buy em again in a heart beat......
