Weird Engine Problem, Idling Funny...

Weird Engine Problem, Idling Funny...

Set-up:
Car: 1996 Civic CX with Manual Transmission.
Engine: 1999 Acura EL (D16Y8) Manual Transmission with a JDM ITR ECU, using this ecu because my car doesn't have a fuel tank pressure sensor and USDM Y8 ECUs do. Using my stock wiring harness, moded for swap.

Problem:
Ok, I'm driving to Florida in Feburary and I get to north Florida, pull over to take a **** and when I'm done I take off farily quickly because there are cars coming behind me. I go over a rummble strip then it feels like for a second I have no fuel pressure and the engine light comes on. The car feels a little sluggish so I pull over and check the code, code 7..tps. So I reset the ecu and everything is fine so I forget about it.
Now it is April and I am driving my car throug the crazy amount of snow we got in late April. I'm putting along and all of a sudden the car starts feeling a little sluggish at partial throttle. Eventually the engine light comes on, code 7 and won't go off when I try to reset the ecu. I play around a few days trying to figure it out and finally the light goes off and hasn't come back on as of yet. The car sometimes feels a little sluggish at partial throttle or when I am cruising at a constant speed, fine at full throttle on the highway. When I am stopped after it has warmed up the idle goes from normal to about 200rpm then shoots up to normal then back down, etc. Also, don't know if it is related but sometimes I see my speedo needle spike up while I'm driving or sink to 0kph then back to the speed I'm going.
Does anybody have any ideas? I replaced the throttle body thinking it was a faulty tps, plus my throttle body had a crack so figured that may have something to do with it, but nope, nothin has changed. One thing I'm thinking is there is a common ground between the tps, O2s, engine coolant temp and air intake temp. So, maybe the ground on one of these sensors is messed up and it is messing up the other sensors as well? Any ideas will be greatly appreciated. Thanks a lot guys!

So what does the car do now? it idles up and down? It could be a vacuum leak or idle air control if it idles up and down. Let me know what it does first.

When I turn the car on now, say in the morning, it idles a little high but nothing crazy. I drive it and it drives fine for the first little bit. When I am at cruising speeds when it is warm it gets a little sluggish then when I am at a stop the idle goes from normal to around 200rpm to normal to 200rpm, cycle takes about 4sec. No engine light but if it starts feeling sluggish and I push it the light will come on code 7, TPS.
