timing mark question

Hi Ed here
Setting valve clearance on 90 si1.6 according to Honda manual.
Everthing as per the manual on #1 TDC. Up mark and TDC mark aligned with pointer on cyl head cover. Rotor on #1.But the TDC mark on crank is out by about almost 3/16 of an inch. Relatively new timing belt, car runs ok. Could this be just some slop or is the belt out a tooth?. Would you just procede. I know on older vehicles with steel gears and chains that there was always some slop but i'm not sure with this.
thanks Ed.

the marks should line up exactly !!!! thats why there there !!!! just losen the belt and re position it and set timing as per the manual !!!! and don't worry where the rotor is
