Question Throttle Problem--Need help

Got a 93 civ lx 5sp with 340k on car and 25K on second motor.
here's the problem
When you take off from a start at normal speeds the car stops responding (feels like no gas and the car starts to slow&RPM drop) after the shift between gears. You have to floor it to get it to come back. this really sucks in traffic and puts a strain on the motor mounts when it finally kicks back in.
This never happens under hard acceleration though.

Any ideas what would cause this?
I am guesing that a faulty Throttle position switch is the cause but wanted to see if anybody else has run into this problem.
thx

your throttle cable is probably either not sitting properly or it is to loose
