tach needle is wacko, help me out

i have a jdm vti cluster and ive just noticed recently that the needle sticks at 1100 rpm and slowly moves up as i accelerate, then will jump to about 4000 rpm...today when i turn on the accessory just before turning the engine over the needle jumps to that 1100 rpm position

is there something wrong with the signal coming from the distrubutor? anyone else ran into this problem?
