Strange deep creak when turning????
 

hey just wanted some opinions on this:
have a 2000 civic hatch and when i turn there is a deep long creaking noise only when turning the wheel
also when im parked and turn the wheel it creaks left and right
i changed my cv shafts both sides but the noise didnt go away
i had some mechanics at my dealeship to look at it and they couldnt figure it out because its an intermitent noise
any idea's?
im thinking of changing all inner and outer tie rods but not sure if that would help, would the actual steering rack cause a noise?

low fluid level causes a deep whine also
