anything safety related has to be in working condition and within certain specs.

steering, tie rods, ball joints, tire wear, glass (windshield), OE equipment must function (ie. if you had power locks, they MUST work), horn, structural integrity, flex hoses, etc...

how would they check to see if it works? set it off?

a steering wheel that appears original should be present yes, and the SRS light must not be on.

if ur exhaust is working properly its fairly hard for most honda engines to fail... mine was so low on both my cars it was the safty that usually becomes a problem wit most hondas, either rust on the floor, ie older civics etc, or brakes or steering like tie rods etc.

go to a small shop, pay them 40 and you are done...
unless there are some serious issues that need to be corrected.
