I started with some 3M scotchpad, 1200 grit sandpaper, then 1500, 1800, and finally 2000.

If you want to get super **** about it, you can final the job with a polishing wheel. However, about 5 minutes after the car is running, the headers will start to discolour again.

I read on a web site once, that if you rub the header with rubbing alcohol as it's warming/getting hot, the header will all turn a nice blue tinge, and that finish will last quite awhile.
It's the last thig on the list...

That all depends on the quality of steel that particular header is made of. Higher amounts of iron in the steel will make it discolour to a brown instead (oxidation process). Cheap stainless 304 will do that! I won't get into other grades of stainless.

The header will yellow upon startup. Depending on temperature, it will go from blue to purple even.

I bet you could use Nevr-Dull wadding on it. http://www.nevrdull.com/
My dad used to use it on his sailboat and the Vettes and Mini. He picked up some of it the other week at Home Hardware to shine up his muffler on his 95 Civic Si coupe. I used it on my 93's DC stainless steel cat-back last weekend when I washed it and it even removed some of the stains that I thought were pit marks! Just rip a bit of the wadding off, wipe it on the clean part, after it hazes, clean it off with a soft cloth and *BLING BLING* lol...
