Please help and thank you

The o2 sensor itself is case grounded to the exhaust (in some situations i would hav eto check a diagram)
O2 sensor voltage to be very erratic when it is working well. It should cycle from 150+ mv all the way up to 900mv constantly 8 cycles per second.
Why do you think it is an o2 problem......
you will not be able to test it with a normal multimeter, I have a full function oscilliscope i use to test o2s on pre obd2 vehicles
The only thing you have to know for on o2 is is the following
on your car it is a 4 wire
2 wires will be 12v power and a ground wire.. This is for the o2 heater which makes the o2 sensor come to temperature quicker. the other wires will most likely be a signal to the ecu and a reference wire.

I know it's a problem with the O2 because i hooked up the car computer with the snap-on diagnostic computer and it showed the code "low voltage to O2 sensor"
I went to active data and it showed my car idleing at about 39mV and when i rev it, it goes to 0Mv...
