Need Help, just read CEL code with OBD2 reader

Hey guys, I just read my CEL code with a borrowed OBD2 reader. I got the code and this is what its giving me.

"O2 SENSOR CIRCUIT SLOW RESPONSE (BANK1 SENSOR1)"

Does anyone know what that means?? I will assume i need a new O2 sensor. Any insight into whats really happening would be great. Here's my set up. Let me know what u think. I need to pass emissions. Thanks.

quickly check the circuit.

If not, replace the o2.

but.. aren't you running an open loop? (if your tuned)

this CEL, was it there already before you got your turbo installed?
obdII, so you still got the two o2 sensors hook'd up then, eyh?
are you running a catalytic right now?
also, what engine management are you using?
