VACUUM LINE

behind the intake manifold is a little nozzle, check for a loose black line... if it is, you can hear it, its very faint sound, but you will hear the whistle...

i had this problem!
just revs up and down! up to 1500 - 2000RPM and back down to 1000Rpm

vaccum leak for sure, could be a line, there is a small line coming off the charcol cannister that is easily forgotten or it could be a gasket,

Since you say he took stuff off and then put it back, I would have to agree with the above. Most likely a vacuum line.

I had a similar problem when i first swapped in my motor. The BISS screw needed adjustment. It's the little screw on top of the throttle body.. Now, you're never really supposed to play with this screw, but in my situation that's what fixed the revving prob.

spray carb cleaner in the area, when the vacuum sucks the carb cleaner into the engine the revs will go up significantly.
