Leak In Fuel Tank?

Hi guys my 1999 civic is throwing code 91 which is Evaporative Emission Control System (Leak detected in the fuel tank area). My car seems to be running rich all the time and sometimes bogs down when its cold. Anyone ever had a problem like this before?

A simple solution is to make sure your gas cap is on tight, make it click a couple of times. I know it sounds stupid but A LOT of the time people don't completly tighten it.

^Yeah my gas cap does depressurize when i take it off. The gas cap is 2 months old from Honda dealership so im fairly confident its in good condition. Could anything else be causing this code to go off?
