ignition problem

ignition problem
I just finished install a b16a2 into my 91 civic si
the engine is running off everything OBD1
my problem is on the main relay there is an ignition wire. (BLUE/WHITE)
i found out how to test my main relay and it says that the blue/white igntion wire should be putting out +10 volts
the wire is putting out -3 volts
need help..... wanna get my car running :cry:
