tune up... it could be your cap and rotor with a bad connection

b16s don't have IAB's....only GSR's do.
I'm willing to bet that your open vacuum port is for cruise control.

It could have something to do with what program you are using on your obd1 ecu....i've found in the past, using the JDM b16 program can cause a hunting idle. Switching over to the USDM or EDM b16 program usually cures this.

yeah andrews right, its for your cruise control. HAve a hose with a screw in it is pretty hack imo (even though Ive done it) That could very well be the source of your vacuum leak.

Usually what I do is block the IACV port when the car is idling.. if the car remains to idle you have a vacuum leak.

Okay.. well since you most likely dont have any vacuum leaks I would majorly clean the IACV.

Take it completely off the car, fill it up with intake clean, let it sit, blow it out, repeat a few times untill the piston/spring inside has no carbon left. Also make sure the screen is clean.

If you have a FITV, take it out clean it again and turn it a bit past what it was originally set at.
