Are you saying that you want a blind certification, or a legitimate certification. If its a legit one, then just pick a shop and go. If its a blind cert. you are looking for, $20 is not even close to what you will pay, and no I'm not going to hook you up even though I do know somewhere.

Idd give the mechanic what htey charge, and 20 bux to the person that hooks me up to the mechanic, they do nothing but tell me what to do..make a quick 20. I still pay the mechanic 150 or what they are askign.

not only illegal but immoral as well. would you not want your car to run well and be safe. I wouldn't want to share the road with unsafe cars that can become loose cannons at any point... shitty tires, cracked flex hoses, bad tie rods, etc etc.
I run my own safety check on my cars every 6-8 mos just to see if any parts could use freshening up! In some states you need to pass inspection every 2 years.

wow talk about not being able to read his post ... the dude is paying a finder's fee ... of 20 bucks if someone can find a shop to do a safety check on his car ... nothing illegal about taking a finder;s fee for helping someone find a service they want....
I'd help you out but I really don't have time to call shops and find out if they have free time to do it.
*edit* also note he did say he's perfectly willing to pay the mechanic the proper fees. look in his second post.
