How can i verify honda ECU's

is there any way that i can look on the ECU and look at the numbers on the computer to tell what kind of computer it is??

my brothers integra is running like ****, it has a b16a motor in it and im not sure if it is running shitty because of the computer, it whines like a B!tch at like 6700 and there is absolutely no vtec feel whatsoever. i dont know if it is just because vtec isnt hooked up properly or what.. but it also hits rev limiter at like 7000 or so.

if anybody is willing to take a look at this for me i would be sincerly greatful.
