help with a idle problem

this just started yesterday ,everytime i put the clutch in or am idling my car decides to go from 800 rpm to 2000 rpm back n fourth ,with my intake theres a little hole in the Tb that is sucking in air when u put ur finger over it goes normal...

also i am throwing code 12 anyone know what that is , any help i would appreacite it i dont want to go to a shop to get it fixed

code 12 is EGR

Is the hole in the throttle body possibly where the idle screw is supposed to be?
Either that, or its the vacuum nipple that goes to the charcoal cannister, or to the MAP sensor (if its not mounted directly to the throttle body).
