<Help> Fuel Pump Or Relay

My 92 civic starts and runs fine fro a while but after I shut it off and try to start it again, the fuel pump won't prime and car don't start. But after I let the car seat for awhile, the fuel pump will prime and car starts. Will this be my fuel pump or relay?

Now it only happen when the gas level is low .. when I fill up the gas the fuel pump always prime and works...

why don't you just pull out the multimeter, pull the rear seat up, remove the access cover.... and just test it????
