it might possibly be that your vtec solenoid isn't holding enough oil pressure for it to turn on at times. Umm, are there any apparent oil leaks from that surrounding area? If there are, you might consider changing the vtec solenoid rubber gasket (looks kinda like a brass knuckle but rubberized heheh )
OR check your wire connectors at the vtec solenoid to see if anything is loose or whatever...
OR you could go find another vtec solenoid all together and slap that on I mean, since you've got a B16A 1st gen, it's quite possible that the solenoid has just worn it's life
that's just my suggestion

Just ask them for the vtec solenoid gasket
oh and while you're at it, you might as well replace all other rubber gaskets under the valve cover
e.g. valve cover gasket, spark plug seals, cam seals/plugs (replace the exhaust seal/plug on the distributor side only if you don't want to replace the seal on the cam gear side, which requires that you take off the cam gear and timing belt etc.), vtec solenoid gasket.
that's all that I can think of right now...
