If it doesnt come out by pulling on it, grab some metal cutters and cut away at it or bend it until it has clearance to be pulled out.

no room, can't get snips between the pipes, have absolutly no leverage with the one small spot i can get pliers on to get it out, can get at it from the bottom...

I just brought it into work and welded it back to the bolts.. seemed to work
