Getting a rounded bolt off...help

Ok I am trying to get my distributor off of my 90 Civic and I got two of the three bolts off successfully....but this last one is being a total bastard.(btw it is the top one that is partially blocked by the stupid distributor housing)
I have tried wrenches....vice grips...oil penetrators.....and now the thing is rounded. There is still a phillips head in fine condition on the top and I don't want to try it cuz then I wouldn't have any recourse....
Any ideas on how to get it off?
Thanks

If your afraid to round off the phillips try using an impact driver phillips. You could always hammer on a smaller socket, this should work fine
