Funny idle problem story. Any ideas?
Alright thanx off the bat for reading this and any input you guys may have.
My idle was kinda low after the turbo install (lowered compression), and was dipping really low sometimes for the past few days. I decided to adjust the idle a bit and followed Honda Service Manual instructions:
1) rev to 3000 rpm in neutral until radiator fan turns on
2) check idle, adjust idle screw 1/2 circle at a time until idle is about 750+-50. I got about 700.
I also resetted the ECU.
What happened after this point:
When driving and slowing down, sometimes, the rev will stay at 1500 and refuses to go down until I come to a complete stop, which case it will drop down to normal idle speed. While doing this, the vacuum in the manifold is normal and no irratic A/F read.
I checked the following:
1) No fuel leak;
2) no vacuum tubes loose;
3) sparks plugs are fine;
4) TB is clean and cable is nice and snug but not too tight.
I suspect:
1) Maybe the IAC is malfunctioning, but it doesn't quite match the symptoms;
2) result of resetting ECU and will go away? Maybe...
3) PCV problem? What are some symptoms, where is it? How do I check it?
3) Other unrelated problems that I simply overlooked.

More update on the situation:
Even more weird symptoms, when I stop the car and put it in P, sometimes it won't let me shift out of P until I rev it once, same with when I first start the car? What gives? I thought the only thing that controls Parking lock is the brake peddle and steering column! And yes, I checked both of those. The switch for the brake peddle is fine.
What I noticed with the IAC is that it was covered with thing layer of what appears to be engine oil. Is that normal? The only thing I can think of is the heating circuit for the TB. Does it use engine oil? The honda mechanic that filled by engine oil last overfilled it by about 1/4 of a liter. He said it is no big deal. Am I right to suspect that the additional engine oil is leaking out of the heating circuit and partially plugged the IAC?

I was getting a funky idle for a while. I went through and changed the distributor and cap and the plugs with no change in the idle. Finally I decided to take a shot in the dark and change the spark plug wires and it did the trick! No more rough idle.

I took the car to the Honda Dealership today and the problem is a temperamental TPS sensor. It got so bad that when you back off the throttle it gets a reading of 0.86v! But once you knock it gentle once, it drops back down to 0.5v, where it should be. So yeah, that's my problem. Stupid honda does not sell TPS sensors by themselves, they want $400 cdn for the whole throttle bodies!
Damnit, these things aren't supposed to break for like 10 years, even the dealership guys were confused. My car is only 2 years old!
