Flywheel & CLUTCH what next

well my car is stock i have a 98 JDM GSR with GSR TRANS LSD

would like to get more power out of it dont know were to start money is not a problem so.

should i go Flywheel( lighter)& CLUTCH


have around 4000 to spend what should i do 1st

definately get a better clutch and lighter flywheel.
What are your goals?
What do you plan on using this for? street? auto-x? 1/4 mile?
Can you afford some downtime on this?
If so, headwork, headwork headwork.
Nice valve job and port and polish. Get all new valve seats pressed in and cut, seals, guides, and some flat faced valves if you wish. Then decide which cams you plan on using and run their required valve springs and retainers and valve spring seats.
Picking your cams will require you to answer a few questions.
Where do you want your powerband to be?
How high of a compression do you plan on running?
How much do you want to spend on cams/valve train?
Are you prepared to have a car with some personality?

If your not that serious about modding your car i would say:
new clutch/flywheel
CTR/ITR cams
better intake manifold and throttle body
nice header w/2.5" collector and 2.5" exhaust
With install that could easily be around $4000 after a little tuning.

additional 2 feet of S.B.L

I would definetly go boost, however 4k is tight for a budget if your not a do it your selfer.

In which case I would probably go N/A or nitrous. Either way you still need a clutch so budget for that.
