failed emissions

Unhappy failed emissions
hey,

we just took my dads car to get its E-test and safety, and it failed both, it needs new wheel bearings (which I will take care soon this week, but if anybody has any suggestions or tips PM me) anyways for the E-test I wondering if anybody had an suggestions on where to start, here are the results

ASM2525

HCppm 130 (limit 78)
CO% 1.65(limiit .44)
NOppm 1091(limit 907)

any help would be awesome, it pased all the idle tests, the car is a 90 CRX Si,...I just put a new cap, rotor, plugs, and wires on it....

all 3 usually means the catalitic converter.
