couldn't tell you what's illegal and what's not... nobody knows, not even the HTA - it's cop-dependent. Technically, you DO NOT need a muffler, as long as there are no leaks in your system.

If you have no muffler......get ONE. It'll quiet it down.

try adding a cap on the end of your muffler....
might degrade your performance a bit... but it will save your ears !!!

I just got completly stock exhaust system. Everything from the cat back is all brand spankin stock new. Funny part is, I get it home from the shop and it was sitting for maybe an hour, I go back out to go whereever (pick up my gf i think), and one of the welds came out and starting leaking before the muffler, loud as hell. But I drove it like that for a week.. people thought I had a new exhaust put on it, they go around to see a itty bitty little 1 3/4" pipe. hehe That was a fun week.

i'd just add a better resonator in, but probably it's your exhaust, mufflers don't do anything for the legal aspect of things, that's all your cat, the resonator and the mufflers just change the noise of the airflow... depending on what kind of muffler you get that'll determine how loud it is, if it's too loud add another resonator or change your muffler....
