Engine idle problem

Engine idle problem

when my 95 civic is idling, the rpm keeps going up to 2000 and back down until the car has fully warmed up. im also getting terrible gas milage lately, i drive very short distances but i get 200-250 km on a tank now. im thinking a sensor boofed somewhere but i have a pretty limited knowledge of cars so, anyone have any thoughts as to what the problem is?
i replaced the fuel filter recently to try and fix it, any ideas?

i had a similar problem over the last few months, i ended up having to go to honda, it was my fast idle thermo valve, i guess the port was stuck open so it was getting more air or something cause the idle to spike, also the shop i go to said my temp switch was out of range, this is my next fix another 75 bux or so weeee cars are fun

could be a vacum leak. PCV valve...ect lots of things
